opposition to citizenship applications
You would have to rewrite it a bit to make it sound vaguely English but something like "opinions issued by the Czech law enforcement authorities opposing citizenship applications"

I think "negative assessment by the..." would work quite well. Personally I feel that "security services" is over-egging the omelette a bit. I don't know exactly what agencies are involved in the decision-making process in the CR, but "security services" (in the UK at least) implies counter-terrorism: "The Security Service, commonly known as MI5 (Military Intelligence, Section 5),[2] is the United Kingdom's internal counter-intelligence and security agency and is part of its core intelligence machinery". I would say that "law enforcement authorities" are the bog-standard police, customs authorities, etc. and does not include "security services" - cf. http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:... "Law enforcement authorities and security services". Would the "security services" really be involved in a normal citizenship application...? Maybe, but I would have thought it would be more likely to be the customs authorities and the national and municipal police rather than the rozvědka.

Thank you, Charles, very helpful. If I may: 1/ Opposition works well, all I could think of was "negative outcome of the assessment by..." 2/Would you say law enforcement includes intelligence agencies too? If not, is there a term to include both? How do you understand "security sevices", for example? |

negative opinion (view, stand-point) of the security forces
I gather that since police investigations (Police, Foreign Police, and other) are very much involved it clearing people applying for the citizenship, it would be "force" rather than a "branch" (as in 'security branch' of a bank etc).

: Sorry Jiri! - you're usually spot on but in this case I think it is the Ministerstvo vnitra that does the rejecting... The "bezpecnostni slozky" just give an opinion on the application and don't have the authority to reject citizenship applications per se

Discussion
Činím následující závěry (pokud vás to zajímá):
- použiju „negative outcome of the assessment by law enforcement authorities and security services may not be subject to judicial review” podle znění zákona

http://www.policie.cz/sluzba-cizinecke-policie.aspx
šlo mi skutečně hlavně o to, aby se slovo bezpečnost odrazilo v překladu, neboť v ČR IMHO to pod tu vnitřní bezpečnost spadá
Alien police - sounds like a joke, but actually aliens is not a US-only term, it is often used in international treaties etc.
(zdroj http://www.ubs-mv.eu/chci-vstoupit)
Kupodivu vlastní návrh zákona (já překládám jen článek o něm) říká, že "K žádosti [...] si ministerstvo vyžádá stanoviska Policie České republiky a zpravodajských služeb České republiky".
Zmatek.

Samozrejme, vždy existujú výnimky, niekde univerzálne presný preklad neexistuje (napríklad Ministerstvo vnútra, Ministerstvo financii, State Secretary of the State of California), ale viem si celkom dobre predstaviť scénare, keď doslovný preklad môže viesť ku katastrofálnemu zmäteniu pojmov.
With all due respect, security forces su armádne alebo silove zložky, s tým nič nenarobíte. Pri spätnom preklade to jednoducho neobstojí.

Internal security force to gain 600 officers when country joins Schengen zone
The Interior Ministry plans to increase the number of police officers responsible for the country's national security when the Czech Republic joins the Schengen Zone. Some six hundred officers from the border and foreign police will be transferred to internal security forces, says Interior Minister Ivan Langer. Border-free travel to and from all of the Czech Republic's neighbours is to be introduced by March 2008.
My master guide is always the source language, which probably makes me weird.
V imigraci také existuje organizační a admistrativní složka.
and this http://www.google.com/search?q="security force"&hl=sk&rlz=1Q...
Maybe some of the bodies are close to SWAT teams, but they are definitely not close to investigators and common police forces.
Moreover, I have some doubts if we can use the quoted act as a reference at all. In my opinion, meaning of "security forces" in English-speaking country (USA or UK) will be decisive for English reader. Based on that, "security forces" IMO rather refer to an army or the National Guard, but not the Police.
So, why not to be specific and say police forces? It is clear and accurate, provided that the term "bezpečnostné zložky" only refers to the Police, and it can be easily expanded, if the term covers also other authorities.
http://greenpages.spectator.sme.sk/sk/c/bezpecnostne-zlozky....
Povedzme police forces and immigration authorities (pokiaľ tam nepatrí aj tá tajná služba).
