For infrastrukturlagret it would seem that "infrastructure layer" is the appropriate IT term.

Here is a definition of the term (for content):

the server’s (physical or virtual) functionality as well as the operating system which as been chosen. Applications and functions which fall outside of the operating system are not included in what is meant by the "infrastructure layer.”
