The key feature to understand is that élargie means "broadER" than before, not just "broad" or "extended". The companies in the tax consolidation group in 2012 are not the same as in 2006. One or more of them, the one(s) from the old group with the loss carryforwards, are now part of a new group -- along with profit-making companies that can use those carryforwards. (Guess what, the new group was designed that way!)

: I don't feel your second reference is relevant, and "broad-based" doesn't really cover "élargie" - it means extended or expanded, made larger than it otherwise would be.
