This is the best answer I can think of. As Tony said, this is obviously a bad translation, and the way this sentence read I feel the closest word is "consistent" or "fit to regulations" or "fit to withstand" as Tony said, again.

As it stands, I'd say the sentence is gibberish — though I can guess what they possibly might have meant: I suspect 'continual' was the wrong choice of word, and they probably meant 'can withstand continuous exposure to...'; but that can only be a guess, and you really SHOULD check with the source.
