The phrase appears in a monitoring report about development work in Africa, e.g., on the cover as "Stort koncept" as part of the title and "Normalt påkræves det at XXX’s medlemsorganisation også deltager på en monitoreringsrejse efter det store koncept."
I have a feeling it might be internal jargon employed by the organization in question, but I thought I'd check here first.

Speaking of "broad concepts" seems to be used quite a lot in English nowadays (just a quick search on Google shows a number of hits).
Whether or not this applies to your context as a whole is up to you, though, I suppose.
