4. A los efectos de las presentes normas, las embarcaciones que utilicen los amarres de uso público pueden considerarse como de base en el puerto o como transeúntes.
Son embarcaciones de base aquellas que tienen autorizada la estancia en el puerto durante uno o más semestres naturales. Se entenderá que tienen autorizada su estancia como embarcación de base aquellas que en tal concepto hayan sido dadas de alta, de acuerdo con las presentes normas, por el jefe del Servicio de Explotación y Conservación de Puertos o técnico del Servicio en quien éste delegue.
Son embarcaciones transeúntes (de paso) aquellas que, no siendo de base, tienen autorizada por la administración Portuaria su estancia por un periodo limitado.

I think this is the most usual term, as opposed to "non-resident" or "visiting". The term varies; it's commonly a year rather than a quarter, but the principle's the same.

The term "resident vessel" is used sometimes in the US to mean a live-aboard vessel, but it's usually just a vessel with a long-term moorage, and that's how it will be understood here.

By the way, if it referred to the owner or keeper of the vessel, I think the expression would be permanent or long-term berth holder.
