The variable is 'Lamp ON time' and that is the length of time ('Start/Stop Time') a lamp fixed outside the building will be flashing in case of alarm activation (if it's not a 'silent alarm' there will be also some noise, to which usually no one will be paying any attention either)
Actually, there is a maximal number of letters per box. It might be one of the reason why the text is sometimes so strange.
I have no idea what it is (variables or so). I just got these messages and think they are meant to appear on a user's display.
'Lamp ON time' = 'durée d'illumination de la lampe' (but watch out for what sort of lamp it is, as that might require a different translation in FR (voyant, témoin, etc.)
I'm more worried about the first one:

Now it may depend on whether there is a 'Start time' and a 'Stop time', in which case 'heure' would make sense, EXCEPT for the fact that the EN syntax is then wrong: 'Start time' and 'Stop time' are the times between which...
I suspect this is just sloppy writing by an engineer, but it would be wisest to clarify if you can.
Can you maybe glean any further clues from the rest of your context? For example, if these are variables, do you know the format of the values?
