: I think 'rappel' is the right idea — but surely 'couple de...' would translate 'biasing force'? In your example, it is the 'fil d'acier' itself that is the actual 'biaser'.

: I think this is unlikely; it would be extremely unusual to be used like this; I believe it is the idea of a switch that is 'biased' in one direction by a spring, for example. / eccentric ≠ oblique. I think you are misunderstanding the ref.
