прими = "formally accept"
It means basically that you will have to check what's in the car actually and not just trust the list of items.
E.g. When you lease a furnished apartment, the landlord would give you an itemized list of items in the apartment. You would normally do a walk-through and make sure that all the items on the list are actually there. Right? The rationale here is the same. When the personnel boards the train, the head officer (or whoever is assigned to do the task) would have to make sure that all the items on the list are actually there, because he would be liable for any missing items after his people disembark the train.
