выходной фискальный режим

Russian to English Bus/Financial Law: Taxation & Customs
Размер налогов в Европе следует снизить, чтобы компании в поисках выходного фискального режима не уходили в офшорные зоны.

It's the выходного that is giving me trouble, since this word can have so many meanings. The subject is Spain.

Не стОит переоценивать воображение авторов ... ... и их способность мыслить творчески, ИМХО.

В налоговом праве, как и в любой сфере деятельности, есть четкие термины, а есть – окказионализмы, образные фигуры речи, комические ассоциации и каламбуры. Называть «налоговые каникулы» «выходным фискальным режимом», т.е. подменять сложившийся официальный термин образной фигурой речи в духе «вариации на тему», – все равно, что «налоговые отчисления а бюджет» – ради красного словца и образности – вдруг назвать «отстегом в общаг», «сотрудниц налоговых органов» – «наложницами», а «one’s tax liabilities» – «abilities to LIE about one’s taxes».

Не уверен, что небрежно пишущие авторы доставшегося Susan текста обладают таким же богатым ассоциативным воображением и чувством юмора, как переводчики (и, в частности, Vladys). :)

Верно, есть такая вполне законная льгота - налоговые каникулы, применяемая, как правило, в отношении start-up’ных компаний. Для этого в оффшоры уходить не надо. В оффшорах же – не временные каникулы, а «пожизненная» низкая ставка.

a typo, no doubt: should read "выгодный" 1. “Фискальный режим» = «налоговый режим» = “tax treatment“ is the technically correct term when the object is specified, as in “tax treatment of dividends,” for instance.

2. Since the object to which “tax treatment” applies is not specified here (most probably, corporate profits are meant here), I’d consider going with smth. like “a (less burdensome) tax system” and paraphrasing the whole sentence along the following lines:

… в поисках выходного фискального режима … = … seeking a less burdensome tax system / trying to minimize their taxes …

3. There’s no need to literally translate the technical term “режим,” which is very loosely used by the author in this poorly worded piece, anyway.

BOTTOM LINE: Paraphrasing does help often!

It does look like a typo for выгодного I can't think of any "vykhodnoy" fiscal regime or tax treatment per se, and there's definitely nothing in English financial lingo except repatriation of profits or exit strategy that would touch on this even remotely. Further, to address Rachel's hypothesis, any exit strategy or profit repatriation issues are but a fraction of any comprehensive tax treatment to encourage foreign or domestic investors. Unless you are translating something specifically dealing with such exit strategies it is very unlikely they would be discussing any such issues in a general purpose economics article. I'd treat it as a typo, all the more so since it seems to fit in just fine this way.

investment Yes, that is discussed in the article, but not in the terms that you describe -- just that Spain needs more private investment. However, your comment to Yelisey's answer makes me wonder whether выходного is not a typo for выгодного...

Does the context relate to investment? I don't want to post this as an answer, because it's only a guess, but couldn't this have to do with terms of exit? As in exit from an investment deal. The institutional investor puts money into a project, gets it going, and then their goal is to "exit" - i.e., sell the company. And this process incurs tax liabilities. So I wonder if investors would seek the type of "terms of exit" available in offshore jurisdictions. ... Maybe one of our financial experts can shoot this idea down or, if it might be right, suggest a better term. "Фискальный" often ends up needing to be translated by "tax" or "taxation," anyway.

Rachel hit the bull's eye. How could I miss that! It's just a typo! It should be "выгодного". No hidden meaning at all.
