Hvor der i udgravninger og fundamenter træffes ikke bæredygtige lag, udskiftes disse i fornødent omfang med bæredygtige læg, f.eks. usorteret sømateriale udlagt og komprimeret i max. 15 cm lagtykkelser.

Does anyone have an idea of how to translate sømateriale here? I can't find a good definition anywhere - only that it is an alternative to bakkemateriale, which I can not find either.

sand and gravel from the seabed

When reading about dredging, usually "sand and gravel" are mentioned (look for "construction" on the Wikipedia link)
