This is found at the end of the PARTE DISPOSITIVA de un DECRETO.


Llévese a efecto el emplazamiento de la parte demandada en el domicilio señalado por la parte actora, para lo cual el secretario judicial librará los despachos correspondientes.


Please, I am not sure what "librar despachos" refers to. Anything will be helpful. Thank you!

ST is a 'decreto' which, true, can mean other things than a final judgment. My focus was on asker's doubt re phrasing of 'librará'; phrasing I suggest can be adapted: "The Clerk shall serve notice of..." order(s) o lo q'sea. Not sure merits a 'disagree'.

We need to know the context: civil/divorce or criminal but a secretario judicial, as a clerk or Registrar of the Court, is unlikely to be issuing rulings or orders, even at the judge's behest.

neutral AllegroTrans : I disagree, I was once a court clerk and drew up orders (albeit didn't "issue" them) but I think "issue" is being used rather loosely here; the Court office issuing orders etc.
