"Consejero" must mean "member of the Consejo". The Consejo de la Magistura" is called the "Council of the Magistracy" in which is (I believe) the official English translation of the Argentine constitution, Art. 99 (4):
"Nombra los demás jueces de los tribunales federales inferiores en base a una propuesta vinculante en terna del Consejo de la Magistratura"

But I'm sorry, I really don't think "magistracy" is a suitable word. I only include it because I think it may have official status. "Judiciary" is a much more normal collective term for judges, which is what "magistratura" means. I've included "National" to reflect "de la Nación", but actually it could probably be omitted.
