This is from a list of fishing regulations for a certain area. The full rule reads as follows: "L’amorçage est interdit (granulés, amorces spéciales truites…)."
I've found the word "baiting" in English for amorçage, but am confused as I would presume it would be very difficult to fish without bait. There again, I'm no expert! I'm wondering if it might have a more specific meaning. Any help much appreciated!

: The bait at the end of the hook is called "appât" in French and aims at actully catching the fish already there, "amorçage" from ground or boat is dispersed in water and aims at attracting the fish in the area

Then you come with your hook, and associated bait, and you have a lot more chance to catch something.
It could be a ban on the use of fish hooks if the area has protected wildlife living in it
