There's a much shorter answer. While Charles's version is quite correct, why not just say "shall indemnify"? And I agree that it's a convoluted sentence, but zusagen is a very basic word.

"Zusagen" is not your biggest problem in this sentence. It's potentially misleading to translate it in isolation unless it takes into consideration the rest of the sentence. "Agrees to hold harmless" might be the usual boilerplate in this context. And yes, I agree with Charles that your initial thought was right.

"1. Member hereby unconditionally WAIVES AND RELEASES ANY AND ALL CLAIMS, AND AGREES TO HOLD HARMLESS, DEFEND AND INDEMNIFY USCSA FROM ANY CLAIMS, present or future, to Member or his/her property, or to any other person or property, for any loss, damage, expense, or injury (including DEATH), suffered by any person from or in connection with Member's participation in any Activities ..."

"jdm. etwas zusagen" means "jmdn zusichern, sich in einer bestimmten Angelegenheit seinen Wuenschen entsprechend zu verhalten". So basically it is means something like "The Sponsor undertakes/commits [that's the zusagen] to hold [...] harmless/indemnify against any claims". So basically your instinct is right
