Norwegian to English Other Government / Politics
Seems to show up mostly in the public procurement context, which is also what's involved in this instance:

"Vurder risiko knyttet til godkjente leverandører (eventuelt nedvalg av leverandører) for å sikre et tilstrekkelig leverandørmarked videre i konkurransen."

This seems to be the favoured term in UK, US and Australian bidding procedures
Example sentence:

Evaluate the risk associated with approved contractors (or a short list of contractors) to ensure sufficent choice in the rest of the competition.

I agree with your choice, Charles. Michael's answer was far more logical. As for "nedvalg" , this also seems to be little used. I suspect there is another, more common word in use but don't have time to check further.
Example sentence:
