De unde inteleg ca, dpdv legal, intre proprietar si locatar ar exista un "bailment agreement"..

Cred insa ca o traducere simpla, neechivoca, e mai sigura decat o chestie care poate da nastere la interpretari..
The owner of your building must register you as resident in the district with
the police and the resident book proves that this has been done.

1 day 11 hrs
to accept someone as a lodger/tenant in his own household
Written proof/evidence of accepting someone as a lodger/tenant in his own household.
1 day 21 hrs
To accommodate a lodger
This is probably the most efficient way to express the idea, and could be used in most registers - be it formal or informal.

Or in the plural:
"You may ACCOMMODATE LODGERS provided that this does not result in overcrowding."

Example sentence:
"This can be a nice little earner. And you can make just over £4,000 a year in tax-free income if you ACCOMMODATE A LODGER."
"There are particular procedures which need to be put in place which dictate whether or not it will be possible to ACCOMMODATE A LODGER."
Discussion
A resident owner owns the unit and lives there. -deci ceva de genul "proprietar-locatar"
Discutii pe un forum:
"...as you are married to a romanian already, you are entitled to travel in Romania and stay as long as you like, as long as your husband takes you in as a resident. For this purpose, he has to declare that you two are living together at the address of his residence.
For him to be able to do that he must, of course be a resident in the city you two will be staying. It is not mandatory for your husband to take you in (n.r. we are talking about the procedure itself, not the place you will actually be living in) as anyone can do that if they accept. This process is not checked or regulated in any way, and you are not required to live or spend time at the residence where you are officially declared as a resident.
The procedure you have to look for is called in romanian "luare in spatiu" (I don't know if this is the correct spelling), which I believe means in plain words "acceptance within environment" (i.e. living environment).
