disagree Tony M : In electronics, we don't talk about 'physically moving levels around' — they (often logic levels) change up and down; note that 'shift' used in your sense would be inappropriate for a formal register (as here). / What do you mean by it then?

You might be right Tony, but "déplacement de niveau" does not mean moving levels around. Just move (like in a décalage), not move around. But as I said, I might be wrong here. Again, the asker would know, he has the full context.
