French term

développe ce qui est nécessaire

French to English Bus/Financial Business/Commerce (general) in a Framework Agreement
As part of the duties of the Responsable d'Affaire:

"Il établit le devis, dialogue avec les sous-trataints, développe ce qui est nécessaire, conduit les opérations, supervise et contrôle la production de bout en bout et enfin vérifie les factures."

Not entirely sure what this means.

action sounds good is neutral and avoids being specific as does 'développe' in this context.

I may be wrong, but It sounds like meaningless waffle to me. You could either come up with some waffle of your own, or leave it out.

obviously develop here doesn't make much sense but 'développe' can also mean 'faire appel à' in the snese of being free to take what measures or call on such people as he needs to manage the work.

neutral Nikki Scott-Despaigne : Given the formal context, a depersonlaized formulation would be more appropriate : take whatever steps are necessary. Also, not quite sure we know the meaning of "développe" here. This may be a sufficiently neutral solution.
