Aquesta llei també té la voluntat de ser la norma referencial en les matèries que regula. Per aquesta raó, tot i que no té un rang normatiu especial, el mateix legislador ha volgut emfatitzar aquesta voluntat mitjançant una disposició que defineix de manera expressa el caràcter transversal i de comú denominador normatiu de la Llei, així com el principi d’interpretació conforme amb el seu contingut respecte d’altres lleis més sectorials, llevat que aquestes estableixin excepcions clares i expresses en sentit contrari.

I've tried to reformulate this in a clearer English. But without the full context I am not sure it is a correct interpretation. But it might act as a springboard for you. I agree that if you use common denominator then transversal becomes redundant.

This law aims to be a reference point for the matters it regulates. Although it does not have a special regulatory status, the legislator wishes to emphasise a commitment to this concept through a provision that explicitly defines the Law’s role as a common denominator and outlines the principle of interpretation to be deployed when considering its content with respect to laws more limited to the sectors they cover; unless these latter laws establish clear and express exceptions that conflict with this aim.

Like wading through mud.....

How about: ".... by means of a provision which expressly defines this Law as the common legal denominator within its scope and its content as the common principle for interpreting other...etc..."?

Don't see anything lost by excluding "transversal" - simply means it's common to a set of xxx.
A common denominator also applies to a set of xxx.
Tautological.
OK. Maybe a bit too free, admittedly. Somewhere to start.
