You are parsing it wrongly; clearly the feminine agreement on 'aérienne' means it qualifies 'citerne' and not 'mazout'

So it is a heating oil tank, and 'aérienne' means it is above ground, i.e. not buried.

That is a very valid point. Of course it is feminine so it cannot refer to mazout.
