When deciding between easy and pro, err on the side of pro. Most questions will be pro.

The key to understanding this, in my opinion, is that "entidades" is — must be — a typo for "cantidades".

So it should read "cancelar los importes pendientes, a razón de unas cantidades determinadas por cada tonelada y/o movimiento realizado". In other words, the outstanding amounts are to be paid off by paying certain sums per ton and/or movement. So it's referring to the rate at which the amounts due are to be paid off, and I think "at the rate of" is the appropriate translation.

It's more in the sense of "at the rate of", to indicate when the payments have to be made (on completion of certain targets).
