Hello there, I am translating a document from the Mexican government about different ecosystems in Mexico. There are several different terms with the format "Bosque de [Tipo de Árbol] Secundario Herbáceo," so knowing how to translate this term will decipher all such terms for me.

"A secondary forest (or second-growth forest) is a forest or woodland area which has re-grown after a major disturbance such as fire, insect infestation, timber harvest or windthrow, until a long enough period has passed so that the effects of the disturbance are no longer evident. It is distinguished from an old-growth forest (primary or primeval forest), which has not undergone such disruptions, as well as third-growth forests that result from severe disruptions in second growth forests."

Secondary seedling pine forest

No pine species are herbaceous; this simply is not a characteristics of the species in the taxon.
You ought to request clarification from the client; however, my guess is that by "herbaceous" the non-woody life stage of pine trees (i.e., seedling) is meant.
In short, the other answers given are correct translations, but the original text itself is incorrect.
