: not what it says- makes perfect sense to me- it means limits on the CONTENT andMANNER by which powers are exercised. why do you find this incomprehensible?

Like I said, a literal translation doesn't make sense. // "Content by which" doesn't make sense either, and "forma" means form, not content.
