I think this is connected with Rule 23(b) of the Rules of Criminal Procedure of Puerto Rico (34 L.P.R.A. Ap. II R 23(b)). Under this provision, accused felons may waive their right to the preliminary hearing prescribed for felony cases at any time before or during the hearing, and if this happens, or if the accused fails to appear at the hearing, he or she will be held to stand trial before the appropriate division of the Superior Court.
Therefore, in my opinion, “renuncia por escrito” means that the accused waived the right to the hearing (not the right to object to the charges) by submitting a writing to that end (rather than by failing to submit it).
