German term

ausländische Studierende - Bildungsausländer

German to English Other Education / Pedagogy
This is a heading in a table of statistiks. No further context. I've come up with an explanation but no "short and snappy" term. Any ideas?

Minimum Admission Requirements

For most countries, we consider the same academic preparation as is required for university entrance in that country: successful graduation from an academic secondary school program or equivalent.

This is not foreign-educated.

Although anyone who went to school in another country than Germany may well be foreign-educated, this does not necessarily mean that they have gained a qualification for university entrance equivalent to the German Abitur (e.g. UK A-levels).

I'm clear that they talk about international/foreign students and I'm also clear about the definiton of "Bildungsausländer". I just wonder if there is a single term in English that would be suitable as a heading.

In order to be admitted to the Bachelor’s degree programme in Electrical Engineering and Information Technology (B.Sc. etit) you must have passed either Abitur, or Fachabitur, or hold an equivalent school leaving certificate issued abroad. If you are an international applicant you will also require a DSH-2 language certificate.

Als Schwierigkeiten nennen ausländische Studierende, wie auch in den vorherigen Erhebungen, die Wohnungssuche, gefolgt von mangelndem Kontakt zu deutschen Studierenden, Orientierung im Studiensystem und Finanzierung des Studiums.
