with a SIREN code
So non sirenés = with no SIREN code. Or SIREN number, if you prefer.
"Une précision d’ordre terminologique s’impose. Pour les entreprises de recouvrement, une créance est une créance civile lorsque le débiteur n’est pas « sirené » c’est-à-dire ne dispose pas d’un numéro SIRENE."

The SIREN number is a French identification number for companies and organisations. See:

Another less literal option might be "(not) registered in the SIRENE system".

7 hrs
with no SIREN registration
Whether code or number (but the latter is probably the case, if there are no letters included), it stands for persons (or businesses) not having been registered. "Non sirénés" is a somewhat imaginative formulation (un néologisme), but the meaning is quite clear.
1 day 7 hrs
third parties without a SIREN code
Refers to an entity which does not possess a SIREN code.

More specifically, ignoring content, "sirené" alone relates to possessing a SIREN code
