So non sirenés = with no SIREN code. Or SIREN number, if you prefer.

Another less literal option might be "(not) registered in the SIRENE system".

Thanks, Tony! I agree that "number" is better really; I changed it to "code" at the last minute because of the English Wikipedia page, but probably should have known better :(

Whether code or number (but the latter is probably the case, if there are no letters included), it stands for persons (or businesses) not having been registered. "Non sirénés" is a somewhat imaginative formulation (un néologisme), but the meaning is quite clear.
