This is on a graduation certificate from a vocational school, written as a note at the bottom.

Would 'training time guidelines' be acceptable here?
So: 'The final grade of the subject Vocational theory is computed from the individual grades of the learning areas, taking the training time guidelines into account'.

For the reasons stated in my comment on Dr Timm’s proposal, I do not consider either ‘recommended’ (which makes the course/qualification sound like a consumer good) or ‘instructional time’ (non-native use of this adjective) to be appropriate. If Dr Timm’s line of argument is to be accepted, then a more authentic way of phrasing this would be stipulated contact time

recommended instructional time

"Richtwerte" sind die für das betreffende Lerngebiet empfohlene Zahl von Unterrichtsstunden, die für die Vermittlung der Lerninhalte zur Verfügung stehen; daher ist ein zeitlicher Richtwert/Zeitrichtwert= recommended (instructional) time, as set out in the framework curriculum

Unter "Berücksichtigung der Zeitrichtwerte" versteht man die Gewichtung der Note basierend auf Lernfeld/Unterrichtszeit.

To clarify: the German source sentence does NOT say:
The computation of the overall grade is based on the student’s performance in individual learning areas, taking into consideration how many (of a required number of) instruction hours a student has completed or attended.

Rather, it says:
The overall grade is computed using the student’s grades in individual learning areas that are weighted using the recommended instructional times (as per curriculum framework).
In other words, it is not about the student’s fulfillment of certain “attendance requirements”, but about the approach used to compute the student’s grade, an approach that takes the instructional times into account that are recommended for the different learning areas.

To illustrate: if a student achieves the grade “good”/ in a learning area where the recommended instructional time is 50 hours, this will definitely be “more worth” than if he/she achieved the same grade in a learning area with a recommended instructional time of only 20 hours.

As my reference says: „Im ersten Zeugnis liegt das Gewicht der Note aus Lernfeld 1 mit einem Zeitrichtwert von 80 Stunden natürlich höher als bei der Note aus Lernfeld 2 mit einem Zeitrichtwert von 40 Stunden.“

I do quite like the term 'stipulated contact time' as newly suggested by Lancashireman based on your explanations, as I feel it conveys the fact that there is a certain number of hours required for the course, not just recommended. neutral Lancashireman : 1) ‘Recommended’ makes this course/qualification sound like a consumer good. Universities don’t ‘recommend’, they ‘stipulate’. 2) Time cannot be instructional, only experience (or lecturers) can.

I hope that my added info has made the meaning of the sentence clearer - it is more complex than it looks.
