: Yes. I guess "had been fenced off" if it was prior to what the designer did, otherwise "were fenced off" or even "have been..." if it's until now.

: Mialo być neutral ale mój telefon moe chce cooperować. Fenced off nie jest zbyt fortunnym określemiem w kontekście kamiennego murku. Fence wymaga jakichś palików itd

There are stone fences. Besides, fenced off means to be separated, delineated with boundaries, bounded. Walled off carries the connotation of purposeful isolation like the Berlin Wall. One can find plenty of examples of "stone wall" and "fenced off."

Just 5 kilometres from Playa de las Americas and built on the site of a former banana plantation, Costa Adeje was inaugurated in 1998. Designed by Pepe Gancedo this Par 72 golf course overlooks the sea and the island of Gomerada, its unusual layout respects the old farm terraces that slope down to the sea framed by the original dry stone walls which used to delimit the former banana plantation areas in which the terrain was divided back in those days. Past Perfect, bo to z pewnością działo się wcześniej, architekt wykorzystał te elementy.
W każdym razie mam wątpliwości, czy do oddania tej sytuacji potrzebny byłby aż Past Perfect Continuous. Chyba tylko na klasówce. W angielskich tekstach w podobnych kontekstach częściej widzę Past Perfect.

Myślę jednak, że fence off oddaje sens.
IMO lepiej brzmi "kamienne ogrodzenie", które może być ażurowe, ewentualnie może zawierać elementy drewniane czy metalowe.
Stone wall = kamienny mur/ek - IMO OK.
