Hacer paja = to pad, to fill with unnecessary and/or irrelevant information

"To embroider" is also correct, but "to pad" shares the idea of adding "lesser quality material" to make something look fuller/better.

agree Billh : pad out may be better but I must admit to blinking when I first saw the question------actually pad out the MATTER - not file - otherwise it would be highly misleading....
