long-term proposition

Currently closed and backward, this wine seems to share a more similar character to Trotanoy than in any recent vintages I recall. Powerful, structured, masculine, but a long-term proposition, this dark ruby/purple-colored wine displays notes of caramelized, sweet black cherries and wild berry fruit with plenty of spice, earth, and a hint of herbaceousness.

the wine needs to be regarded as something to be kept before drinking

The sentence structure makes it clear that the 'proposition' describes the wine:

"..., a long-term proposition, this ... wine ..."

So what the writer seems to be suggesting is that, despite the qualities listed, the wine needs to be kept for a longish time in order for it to be at its best — it is a wine for 'laying down' and drinking in perhaps 5 to 10 years' time, instead of right away.
