Das Honorar im Nichterfolgsfall wird spätestens beim Wechsel in das Langzeitinkasso/Verlustscheininkasso oder bei Fallabschluss erhoben.

As far as I know, this is the collection phase involving a certificate of loss - meaning that the debt can actually not be collected as such. But not sure how a certificate of loss, or long-term debt process or collection process would work. In any case, it appears this collection agency only charges once the process reaches that stage or is closed.
