I have come across this phrase in ann electromyography report I am currently translating (it is a letter heading..

Any help would be appreciated.

It looks like this is a grouping of the Hospital's departments (Services) with a heavy load of "consultations" (as opposed to séjour, or urgence)

I think it is being used to describe the services where there are lots of appointments with the medical staff. Some services are less appointment-orientated, surgery (in the sense of "chirurgie) for example where most of the appointments will have been had before the patient turn up for his operation.

Some hospitals have High Dependency Units (HDUs), also called step-down, progressive and intermediate care units. HDUs are wards for people who need more intensive observation, treatment and nursing care than is possible in a general ward but slightly less than that given in intensive care.
