I am convinced this is what the source text actually means — the confusion of 'personal' with 'personnel' is a very common error, even among native speakers!

I am assuming this must be some form of s/s outer cladding covering the heat insulation on whatever machinery this is; the environment obviosuly requires soemthing tougher and/or more corrosion resistant than the more usual aluminium.

There is nothing in the context here to suggest this is anything to do with PPE (Personal Protection Equipment) — rather, it seems they are really talking about 'personnel protection' — i.e. protecting people in general from injury.
I think you need to translate it in that sense...
