The status mentioned in the reference certainly applies only to French cities. I haven't seen any official status mentioned outside France./Can you provide an example? The ones in your reference are not.

: These look like unofficial statuses, i.e. cities which seek to reach/regain a certain importance in Europe. (I doubt that there is such a thing as an official "Premier European City" status. However, it could apply here, despite the "métropole" in the ST.

métropole is just French for (big) city. I don't see how you can claim that European status is only French.

Discussion
I still suspect that this is the case. However, if the "xxxx" stands for "Düsseldorf", or the text dates from before november 2012, my answer will clearly be wrong.
