Option 1 – Field Assessment with an actual SWP – Most effective option as it mirrors the SWP process.

Since this involves an actual permit – we know that we have to follow all SWP requirements.
The permit must be signed by an authorized SWP Issuer for the area.
If this option involves a participant who is not yet qualified/authorized – (new trainee, *lost previous authorization*, etc.)
then:
If the Assessor is an Authorized SWP Issuer for work being performed in that area, they can sign and take ownership of the SWP as SWP Issuer once all the requirements of the permitting process are completed OR
