I have read the discussion entries: the Italian "a regime" in this case means the fixed baseline of the rent from the third year on. This baseline will be increased of the percentage described in the clause posted by the Asker in the discussion.
The "a regime" in the case of an engine etc. means to go at at cruising speed.
