kudoz categories The kudoz glossaries do not need to be generalized, in my opinion.
This term, as an example, is categorized under social sciences, government/politics, state budget, ministry of foreign affairs - with discussions about norad and content. You can't get much more specific than that!

Norad rules! Jeffrey, I agree this is right for this specific context. I too, could only find references in the UD/Norad area, but I was seeking a generic term more suitable for a general glossary, which one can get from splitting the term into two (ordning regelverk). This is always a problem with this Proz term query system.

only norad... I have only found this specific term in UD/Norad documents, which means it is specific to grants/funding. That makes it pretty specific.
grant scheme management rules/manual is about as specific as we can get...

I think this is the generic translation, which may have to be adapted according to context.
Your guess and Cynthia's answer may well fit the wider context you have, but I think it is stretching it to include "grant" in the translation of the term as it stands.
