My best guess is "lip and spur (brad point or dowelling) bit"

These are what I have always known colloquially as "chippy's bits" — the fact it says 'mèche' meane it is a flat rather than twist bit.

I don't think it necessary to specifically state 'wood' since in the EN term that is implicit by the style of bit, as Chris C. rightly points out.
