Thanks In that case I think it may mean "which are punishable by law", but then I don't understand "pudiendo encuadrar algunas de ellas en las previstas en la ley." Is it saying the same thing again?

Thanks. To be honest, my first thought was 'out of keel with' - until I saw the 'at odds with' refs.
neutral AllegroTrans : Would "conduct at odds with" really be the register in an official legal doc such as ain international letter rogatory? I really think a higher standard (i.e. offence) is needed

Yes, & a marginal stylistic point. You'll notice that some countries have a set format, but not wording, for letters rogatory (plural BTW) https://www.justice.gov/sites/default/files/civil/legacy/201...
