Assuming it does indeed stand for 'Poste de Contrôle' (or various other possible permutations)

Presumably some kind of central control room from which snow clearing (etc.) operations are organized.

It would probably help us to understand if you could tell us what this organization is / does?

As for job titles, since the source text doesn't specifically mention equipment drivers, so generic "staff" or "personnel" should be used because not everyone in the SCC operate vehicles:

Hi Tony, quite right. The writer dropped " techniciens de..." into the list and that probably was what threw me into looking for job titles. Completely right though, the PC neige is about services. Thanks!
