French term
Ils sont chargés
Here's some quotes from the text:

When entering new questions, KudoZ askers are given an opportunity* to classify the difficulty of their questions as 'easy' or 'pro'. If you feel a question marked 'easy' should actually be marked 'pro', and if you have earned more than 20 KudoZ points, you can click the "Vote PRO" button to recommend that change.
How to tell the difference between "easy" and "pro" questions:
An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.
Proposed translations
They are heavy/difficult/complicated
It is a common use of the term "chargé" in psychology and is based on one of the normal meanings of the term, to bear a load, to be weighed down, to be burdened.

In the case of the "antécédents familiaux", this could mean, as suggsted by DWT2 that there are mental health problems in the family, "chargé" there indicating perhaps a long history of MH issues, or a number of family members affected, or one person affected with something very serious. It could even be referring, in a more global picture, to social difficulties. Chances are it's with reference to MH problems.
In context, it would dbe overtranslating to use "responsible for" as a rendering for "chargé". The implication is that they contribute in some way; it does not say they are the cause. Correlation, contribution, cause and their synonyms, have to be used very carefully in such contexts!

Antécédents psychiatriques : ils sont chargés...
Antécédents médicaux : ils sont chargés...
The general idea therefore is that they are numerous and/or heavy/severe.
You might prefer to turn the phrase round :
- there is a long family history of psychiatric disorders
If you say long family history, strong family history, but without specifying the nature, if only general, of that history, then the reader is arguably left wondering whetehr the family history is positive or negative. I know, it's obvious in context that it means negative, but it needs to be said, as is indeed traditionally the case in such contexts.

CORRECTION : "antécédants psychiatriques : ils sont chargés."
No mention of "antécédents familiaux psychiatriques" so I should have written
- there is a history of psychiatric disorders (could be a long history and/or a severe history. "Chargé" can mean either or both).

Ignore last note. "Familiaux" is mentionned. Time for bed I think!
strong family history
In this case a strong family history of psychiatric disorders

: Your explanation is very likely what is being meant in the case of "antécédents fam". However, "strong family history" cld be positive and the context here is clearly negative. It does need qualifying in English as in "... of psych. disorders".
