My document is a blueprint for engaging the community in deciding on improvements to the water and sanitation system. Part of the plan calls for holding 15-30 focus groups to elicit input. 'Captured' doesn't make sense. I think it means 'the extent to which special interests in the the community take an interest in the process' - but I may be misreading it.

intereses específicos It's unclear to me whether it means 'special interests', which haven't been mentioned elsewhere, or simply 'stakeholders'. What do you people think?

Just some thoughts Hi Muriel. This word 'capturado' makes me think of taken over, hijacked, diverted, co-opted, subverted .... I think you would have to know more about the special interests involved and understand what their motivations might be. On a more neutral level, I think of "the degree/extent to which specific special interest groups in the community might become involved" in the process

You might need to change the sentence around a bit, but this is the general idea.

In my view, 'capturado' is used here in the sense of 'taking hold of'. So "The method chosen will largely depend on the extent to which certain interest groups take hold of the process".

I read "capturar" here in the sense of capturing someone's imagination: http://tinyurl.com/gstnpke
But I would word it along these lines. And since "groups" is used elsewhere in the text provided, I thing I would use that for "intereses"
You could also use "accept" instead of "adopt", but I think the latter works best.
Example sentence:

“La elección del método depende, en gran parte, del grado en que el proceso puede ser capturado por intereses específicos dentro de la comunidad.”

“The method chosen will depend, to a large extent, on the willingness of specific groups within the community to adopt the process.”
