Jul 1989 Merged Niigata Joint Thermal Power Co., Ltd. and changed the name to Niigata Port Thermal Power Station ???

Jan 2001 Started comprehensive operation of Higashi Niigata Thermal Power Generation Station and Niigata Port Thermal Power Generation Station???

Is theThe avove comprehensive is OK? Or, integrated is better?

comprehensive is probably OK

Comprehensive means using the whole plant, every part of it comes into use as intended.
Integrated means that each part interacts properly with very other part. The emphasis is slightly different but in practice, in this case anyway. it comes to the same thing.

integrated

Since both of the power plants had been in operation under the same company prior to January 2001, I think what they mean is that they started "coordinating the amount of output between the two power plants". If that is so, I think "integrated" is better. "Comprehensive operation" implies they use both plants but that's what they had been doing prior to January 2001, isn't it?

I understand from the above that the company acquired what they now call "Niigata Port Thermal Power Station" in 1989. Since then, it has been running the plant along with the others including Higashi Niigata Thermal Power Generation Station. So, I don't see much point in using "comprehensive".
