German to English Art/Literary Philosophy Decision theory
The whole sentence reads: 'Als explanans der Veränderung eines Systems taugt der Verweis auf solche Entscheidungen aber nur, wenn sie nicht mit dessen Systemstruktur zusammenfallen.' This is a philosophical book by a Swiss academic author. So far I have: 'As the explanans for a change in a system, however, ????????? only if they do not fit in with its systemic structure.'
I have not come across this use of 'taugen auf' before.

It's not "taugen auf", it's "Verweis auf". "Taugt" means "is valid".

citing such decisions is only useful to the extent that it doesn't..

I think this is about usefulness rather than validity. I would also use 'citing' rather than reference because 'reference' is too neutral. We need the idea of "sich berufen auf" in this sentence.
