Not that much to go on.... I found:

"Es la objeccion por escrito que del Departamento de Auditoria interna formula a funcionaries, empleados..por haber ocasionado dano al patrimonio institucional". So I was thinking something like "damages claim", "statement of damages", "reparations claim"?......

This may refer to a written communication. I found this refernce:

Written communication which the Commission has to address to persons or undertakings before adopting a decision that negatively affects their rights. This obligation of the Commission flows from the addressee’s rights of defence which require that they be given the opportunity to make their point of view known on any objection the Commission may wish to make in a decision. The SO must contain all objections on which the Commission intends to rely upon in its final decision. The SO is an important procedural step foreseen in all competition procedures in which the Commission has the right to adopt negative decisions.

neutral AllegroTrans : I have never seen (in over 40 years) legal pleadings referring to "misgivings"; not a term used in this trade!! and most certianly not "qualms" !! // OK as spoken term but would never be used in pleadings !! Read a few and you will just not see this term

Don't see why an attorney can't express qualms or misgivings about things in court; agree the dearth of context means it's brought down to a guessing game though.
