It depends on the target country, but consecutive is a safer choice.

Staggered/consecutive starts Coincido con la interpretación de David.
En España la expresión "salidas libres" significa otra cosa, pero veo que en Latinoamérica significa salidas consecutivas por oposición al tiro de pistola en el que los partidos salen simultáneamente por todos los tees y llenan el campo.
Cuidado con la expresión "medal play", que en inglés se dice "stroke play".
Sugerencia para la frase: "Fulanito, winner of the 18-hole singles stroke play handicap event with staggered/consecutive starts, qualified directly for the Latin America Cup Grand Final to be held at Riviera Maya, Mexico."

it basically means that all competitors started off on the first tee as opposed to a shotgun start in which the players all start in groups at the same time but from different holes
