Iako su kolege navele primarno i svakako tačno značenje ovog idioma, meni se čini da je pravi smisao ovde „rukovoditi čime; nadzirati, nadgledati, pomno pratiti“ - dakle, da tipični privrednik više nije član osnivačke porodice, već direktor koji dobija platu za svoj posao, a osoba koja je njegov rukovodilac više nije kapitalista, već bankar ili akcionar... Google pokazuje da ovo drugo, nešto doslovnije značenje (viriti preko ramena) postoji u kolokvijalnom govoru, iako ga rečnici slabo beleže.

has more than one meaning:
the man looking over his (OWN) shoulder = checking what's behind him, afraid of the danger that might be coming from the back
the man looking over his (when the "he" is SOMEONE ELSE) shoulder: standing behind someone and watching, controlling, checking etc. what someone else is doing
