actually the term to be translated should be "Blacklist investigations" as a whole
Blacklist investigations is an information technology practice, where a service provider checks if your IP (or website) is blacklisted and finds out why it is put in such black list, an example of a service provider who provides such service is ICS (international counter intelligence services)
so the translation would be something like this
" تحريات القوائم السوداء وقوائم البريد المؤذي (سبام) الناتجة عن شكاوى سوء استخدام أو إغراق برسائل البريد ليست جزء من خدمة الدعم المقدمة"
so "of" here is short for resulting of, since getting added to blacklist or spam list usually happens after a complaint is issued against your IP, server or website.
