This appears in a request for mutual legal assistance in criminal matters from the US to Switzerland.

I don't have a lot of context because it is mainly used in headings or in "décision d'entrée en matière"

Under the heading "Entrée en matière" are the reasons why the request should be granted.

How to tell the difference between "easy" and "pro" questions:

An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Any number of solutions are possible. As the term appears in various contexts, you will need to find various solutions, synonyms of ideas that are close to the notions listed. A synonym dictionary helps in this kind of situation.

Perhaps in keeping with François' proposal, it should be "consideration of the request" or "decision to consider the request." Does that make sense to anyone?

Good idea, Nikki. I don't think "introduction" fits my context, but maybe "Granting the request," based on: "Entrée en matière: lorsque l’examen préliminaire est positif, l’autorité d’exécution rend une décision d’entrée en matière sommairement motivée ("prima facie"). Elle constate dans celle
-ci que les conditions matérielles nécessaires à l’octroi de l’entraide sont remplies. Simultanément, elle ordonne les mesures d’entraide requises et considérées comme admissibles. Cette décision d’entrée en matière ne peut pas (plus) faire l’objet d’un recours
